ME: Maine House Sides With Senate: The 2nd Amendment Is Your Carry Permit

On Monday, the Maine House joined with the Senate and passed LD 652, legislation which abolishes the concealed carry permit requirement in the state.

The measure passed the House Monday by a vote of 83 to 62 after passing the Senate by a vote of 23-12 on Friday.

According to the Portland Press Herald, LD 652 would leave the permitting process in place for those who want one for the purposes of concealed carry reciprocity, but it would be eliminated as a prerequisite for carrying in the state for self-defense.

As we reported last week, a federal judge on May 18 barred enforcement of provisions of D.C. law that effectively grant to the police chief the discretion to decide who is eligible for D.C. concealed carry licenses and thus who may lawfully exercise the right to bear arms in public for self-defense. According to an article in the Washington Times, District officials on Tuesday asked the court to suspend that order, pending further proceedings in the case known as Wrenn v. District of Columbia.

Last Wednesday, Assembly Bill 136 was signed by Governor Sandoval. Last week, Senate Bill 175 passed its final vote in the Nevada legislature and has been enrolled to be sent to the Governor.

Please contact Governor Sandoval today and politely urge him to sign Senate Bill 175 when it comes before him, and also please thank him for signing AB 136.

America's law enforcement officers have shot and killed upwards of 385 people so far this year, according to a new Washington Post investigation. That's a rate of about 1 every 9 hours, or 2.5 shootings per day. That's a lot compared to other countries -- cops in Germany killed only 8 people in 2013-2014, for instance. British police didn't kill anyone last year.

Through June 1, there have been 5,099 gun deaths in the U.S., according to up-to-date numbers maintained by the Gun Violence Archive. Based on the 385 figure, that means that American police are responsible for about 1 in every 13 gun deaths in the country, or 8 percent.

To be clear, if San Diegans want to own a firearm, they should be able to do so. In order to purchase that firearm, however, they should have to undergo a mental health screening in addition to the background check already required.

Just as drivers have to learn to use vehicles before getting a license, gun owners should complete 40 hours of firearms safety and effective employment training before owning a gun — and it isn’t unreasonable for that number to be higher for a concealed carry permit.

So what does this process I’m proposing look like? Imagine an online application that could even be completed on a smartphone or tablet at the store from which a consumer is purchasing the firearm.

The ISRA is congratulating the Illinois General Assembly for its efforts in passing SB836 – a bill to reform two very important Illinois firearm regulations. Enjoying strong bipartisan support in both chambers, SB836 clarifies a number of provisions of both the Illinois Firearm Concealed Carry Act and the Illinois Firearm Owner Identification(FOID)Act. The sweeping changes brought by SB836 will make both acts easier for citizens to understand and will remove enforcement hindrances to ensure fair and consistent application of the law.

New Jersey might be tightening domestic violence offenders' access to guns.

The Assembly Law and Public Safety Committee on Monday advanced legislation that would require domestic violence defendants to give up their guns if a restraining order is in effect. They would also have to surrender their firearm purchaser identification permits under such orders, losing them altogether if convicted.

A proposal to adopt a gun storage law in the City of Poughkeepsie is being opposed by Dutchess County Executive Marcus Molinaro.

The Republican county executive said it is a “total infringement on the rights of law abiding citizens.”

The Poughkeepsie Common Council is considering the local law that would require gun owners to secure their weapons when not in direct possession. Molinaro called that “an unnecessary overreach” by the city.

With attention focused on the state budget debate, former Arizona Congresswoman Gabrielle Giffords is turning up the heat on the Connecticut legislature to act on a bill to address domestic violence and guns.

Gifford believes the provisions in the bill could have saved the life of a 32-year-old Oxford woman shot by her estranged husband while their two children slept upstairs.

This landmark open-carry legislation, now headed to Gov. Greg Abbott’s desk for his expected signature, will bring the total number of states recognizing the right of open-carry to 44.

Reliably anti-gun Representative Carolyn Maloney (D-NY) has introduced two new rights-restricting bills in the U.S. House of Representatives.

May 15 saw the introduction of H.R. 2380, the so-called “Gun Show Loophole Closing Act of 2015.” This bill would require background checks on all firearms transactions occurring at gun shows. In the 1990s, gun control supporters began claiming that criminals were acquiring firearms at gun shows without having to go through background checks.

Actor Vince Vaughn–Old School, Wedding Crashers, True Detective–told British GQ magazine that Americans ultimately have the right to bear arms in order to resist “the supreme power of a corrupt and abusive government.”

In the same sitting he explained that the right to bear arms is an individual right and that banning guns from schools is like “banning forks in an attempt to stop making people fat.”

Despite the self-defense claims propped up by the supporters of concealed carry laws, the Violence Policy Center (VPC), a nonprofit group that seeks to address gun violence as a public health crisis, concealed carry permits holders are more likely to kill themselves or others during non-self defense events.

The center tracks fatalities associated with concealed carry gun permit holders at ConcealedCarryKillers.org and found that 743 people have been killed, including 17 law enforcement officers.

A women’s group that defends Second Amendment rights says a poll it released last week shows overwhelming opposition to the state’s pistol permit law.

The Women’s Defense League of New Hampshire said its poll of 833 registered voters found overwhelming support for the use of a firearm in self defense in a dangerous situation and opposition to local police deciding who is deemed “suitable” to carry a concealed handgun.

The poll comes as the state Legislature, where Republicans are in the majority, is moving toward the possible final passage of a bill, SB 116, to repeal the license requirement for carrying a concealed pistol or revolver.

Gun activists were out in force for Monday night's St. Lawrence County Legislature meeting.

Lawmakers passed a law aimed at allowing a pistol permit to be issued for "any legitimate reason."

County Judge Jerome Richards has been criticized by gun owners for issuing restricted handgun permits that only allow them to carry the guns for target shooting and outdoor sporting activities like hunting.

"I would contend that the authority in St. Lawrence County that restricted my basic, natural right to self-defense, thereby limiting my ability to protect both life and liberty," Patrick Hanss said.

If Hadiya Pendleton were still alive, she’d be turning 18 tomorrow. But in 2013, shortly after performing at Barack Obama’s inauguration, she was shot and killed while hanging out in a Chicago park.

The North Carolina Supreme Court today accepted an amicus brief from the Second Amendment Foundation in a case that challenges the ability of a county ordinance to completely prohibit the construction and operation of shooting ranges, thus preventing the exercise of protected Second Amendment activities inside the county.

The case, Byrd v. Franklin County, revolves around the county's Unified Development Ordinance (UDO). The state Court of Appeals has interpreted the UDO to "prohibit entirely" the development of shooting ranges in the county. SAF's amicus curiae brief challenges that interpretation on Second Amendment grounds.

In a move likely to trigger a battle with pro-Second Amendment groups, Barack Obama has proposed sweeping new regulations on gun ownership.

As reported by The Hill, The Department of Justice intends to move forward over the next twelve months with more than a dozen new regulations on gun ownership and officially released an new list of rules they intend to enact before the end of the Obama's time in office. The Obama administration claims the new regulations will be targeted at keeping guns out of the hands of those convicted of domestic violence and the mentally ill, but many pro-gun groups are less than trusting of the president's intent.
