Honda defines 'enhanced' body armor as that which is rated by the National Institute of Justice as Type III or higher. Generally speaking, Type III body armor is rigid, designed to wear over one's clothes, and expected to protect against many kinds of centerfire rifle fire ... In short, Honda wants private citizens shot with rifles to die." ...

Curious the most hoplophobic states also have the most restrictive laws regarding citizen use of body armor as well !
