Neumann said his client had acted in self-defense. He said Herring and another woman, friends according to police, got into an argument at a club at 26th and Broadway. The situation later escalated outside Herring's home.

"It was her property, there were threats, a person who had followed her home. She had called the police, there was no help, no one there. She's there by herself with someone approaching her with an apparent object, and she did what she needed to do in the end," he said.

Self-defense is a counter to an aggression. It is a block to an advance. Someone tries to steal your wallet, you meet them with enough force to stop it. Someone assaults you in a parking garage, you draw a weapon — be it a revolver or a knee to the groin.

Self-defense is not pursuit. It isn’t an additional aggression. You don’t have the right to pistol-whip the pickpocket instead of calling the police. You can’t shoot the parking garage attacker after he has been neutralized by that knee.

The bill also addresses several other issues related to firearms.

New legislation signed into law by Gov. Eric Holcomb takes effect this month.

“The initial purpose of (HB 1284) was to protect Hoosiers’ rights to protect themselves and not be bankrupted after a justified use of force,” Rep. Jim Lucas said.

The shooting happened at about 11:30 p.m. in the 13300 block of Force. Police initially reported the incident as an attempted car burglary turned deadly, but the investigation is still underway at this time.

Police now believe a group of people firing paintball guns at the family's home was the catalyst for the shooting.

At a time when many high-profile politicians are comfortable proposing laws that impose serious burdens on the right to keep and bear arms, including the mass confiscation of commonly owned firearms, it’s important to remember that those same firearms are regularly used by average Americans to defend their life, liberty, and property.

While some gun control advocates claim the Second Amendment is a dangerous historical relic, even going so far as to call for its repeal, they often overlook the fact that firearms are significantly more likely to be used for self-defense than in criminal activity.

Virtually every candidate outlined specific proposals that ranged from more background checks to an assault weapons ban, to federal red flag laws, and even to outright gun confiscation. But not a single one of them voiced support for the commonsense idea of allowing Americans to better protect themselves. Instead, politician after politician expressed support for the failed notion that more laws, more regulations, and less freedom are the only solutions to combating violent criminals.

The goal of the National African American Gun Association is to introduce black Americans to guns and also instruct them on how to use them.

Some see the group as an alternative to the National Rifle Association for black gun owners, but it has some notable differences. Organizers say it is a civil rights organization that aims to build community and promote self-protection.

Since its creation in 2015, the group has seen rapid growth with roughly 30,000 members and 75 chapters nationwide. Leaders expect another 25 chapters by next year.

 QUOTES TO REMEMBER
Violence, naked force, has settled more issues in history than has any other factor, and the contrary opinion is wishful thinking at its worst. Nations and peoples who forget this basic truth have always paid for it with their lives and freedoms. — Robert Heinlein
