The policy of confiscating guns has been an expensive failure, according to a new paper, The Failed Experiment: Gun Control and Public Safety in Canada, Australia, England and Wales, released today by The Fraser Institute."

"The so-called Homeland Security Gun Safety Act of 2003, referred earlier this year to the Senate Judiciary Committee, purportedly seeks 'to enhance the security of the Nation by increasing the time allowed to track terrorists during periods of elevated alert …' "

"That sounds commonsensical enough on its face." ...

"It is in the rest of that paragraph that raises red flags for National Rifle Association: '... closing loopholes that have allowed terrorists to acquire firearms, maintaining records of certain handgun transfers during periods of heightened terrorist risk, and for other purposes.' "

The National Police (PNP) will implement a nationwide gun ban beginning December 15 in preparation for the onset of the election period, it was known Thursday.

Director Ricardo de Leon, chief of the PNP community relations, said the ban would effectively cancel permits to carry firearms outside residence earlier issued by the PNP secretariat.

Licensed gun owners, who want to carry guns because of perceived threat to security, should seek exemption from the Commission on Elections (Comelec).

De Leon stressed that policemen are not exempted from the ban and that all PNP units must submit a master list to the Comelec to authorize its personnel.

The day after Thanksgiving is usually profitable for local stores but this time it was profitable for a robber. According to the Joplin Police Department, an assistant manager at one of the kiosk stores at Northpark Mall was robbed at gun point. It happened outside one of the entrances at the mall around 10:30 Friday night. The assistant manager told police he waiting for a ride so he could make a night deposit when he was robbed.

A black male approached him with a small handgun and demanded the money. The suspect left in a green car. He is described as 5 foot 9 and is heavy set.

"Guardian Angels are launching an anti-gang program today in Northwest Washington."

"The non-profit group will be handing out fliers this afternoon outside of the Shrine of the Sacred Heart Church in Mount Pleasant. The area has seen an increase in gang violence and other crime."

A man wearing a balaclava and dark clothing approached the men, fired a shotgun and stole a briefcase containing cash.

No-one was injured in the incident which happened at about 1900 GMT on Friday in Thomas Road, Clacton.

The robber escaped in a light-coloured Vauxhall Cavalier which was driven by a second man who was also wearing a balaclava.

The car headed in the direction of Coppins Road and Old Road.

Essex Police have appealed for any witnesses who may have seen the men or the car prior to the robbery to contact them.

A man is in the hospital after an attempted armed robbery, but the patient is the alleged robber.

St. Louis Police say a man tried to rob a customer at the "Conoco & 7/11" in the 26 hundred block of Gravois Wednesday night.

The robber showed a gun and demanded money.

But the robbery victim fought off his attacker and wrestled away his gun.

The gun fired but the shot didn't hit anyone.

With the gun away, the robbery victim beat up his alleged attacker, who ended up going to the hospital with unknown injuries.

The robbery victim had only minor injuries.

ELDERLY West Australians should sleep with a can of pepper spray under their pillows and take self-defence lessons from a karate expert, One Nation national director Mr Frank Hough said yesterday.

Mr Hough, an MLC in the WA Parliament, said his proposal would give societys most vulnerable people a “fighting chance” against home invaders.

Mr Hough said the pepper spray should be issued as part of a self-defence kit, which included information on how senior citizens can best protect themselves and their houses against intruders.

The kit would be issued in association with free self-defence lessons “starting from how you open the door, who you open the door to, and how you should lock up”.

“Im not advocating that granny hangs from the chandelier, comes screaming through the air and does a scissor grab around their neck,” Mr Hough said.

“Someone with karate skills should just teach them what to do and how to protect themselves.”

A deadly shooting at an eastern Missouri apartment complex was self-defense as the former suspect had insisted, a Franklin County grand jury has ruled.

Witnesses had testified that the one-time suspect, 47, was trying to defend himself Sept. 3 near Gerald when his weapon fired during a scuffle, fatally wounding Jodie Welch Jr., 35.

Welch had moved to the area from Texas and was living in a tent.

Investigators said the argument followed Welch being asked to leave the property. Welch allegedly made threats before leaving, then returned later with several other people. The suspect reportedly fired a warning shot into a tree before the two began fighting.

The suspect alleged he was attacked by Welch, who was shot twice in the chest and in the leg with a .22-caliber rifle.

Fighter jets were scrambled at Miami airport on Tuesday after an elderly woman threw a fit on an American Airlines plane and flight attendants thought she would attack them, police said.
Reports said the woman was aged between 69 and 79.

"They said old," a police spokeswoman said, adding she could not confirm her precise age.

The pilot of flight AA-2133 with 126 passengers on board announced an emergency as a precaution shortly after taking off for Caracas, and fighter jets were scrambled to escort the plane back to Miami international airport.

The plane landed safely.

Israeli customs have seized a shipment of 450 singing, dancing Osama bin Laden and Saddam Hussein dolls under a law banning incitement, an official said on Wednesday.

The battery-powered Chinese-made figurines were confiscated at the northern port of Haifa, Customs Authority spokeswoman Idit Lev-Zerahiya said.

An Israeli Arab businessman from the northern village of Qafr Qara admitted under questioning to importing the 400 copies of the al Qaeda leader and 50 of the deposed Iraqi ruler, as a "gimmick" for sale to Jews and Arabs, a customs statement said.

"The law doesn't exactly say that you cannot own a bin Laden doll, but neither he nor Saddam Hussein are exactly good educational role models," Lev-Zerahiya told Reuters.
