New regulations were proposed Wednesday that would ease handgun sales in Maryland, a response to a bill passed last year that unintentionally led to what House Speaker Casper Taylor Jr. called a "de facto gun ban."

Mr. Taylor meant the regulations to ease legal gun sales, but gun advocates in the General Assembly decried the move. "I think it's a day late and a dollar short," said Sen. Timothy Ferguson, "Quite frankly, what the speaker should have done is help us kill the [first] bill."
