IN: Floyd Central JROTC student, rifle team succeed at national competition

A Floyd Central High School student and a team in the school’s JROTC program recently received top honors in a national competition.

In February, senior Chris Jennings was named the national champion for individual marksmanship in the national Navy JROTC Service Championship in Anniston, Alabama. Floyd Central’s JROTC rifle team won third place in the competition.

Lyn Akermon, naval science instructor at Floyd Central, said it took hard work and concentration for the students to succeed at the competition and shoot at targets with such precision.

Jennings was recruited recently to attend West Point and shoot for the college’s rifle team, which is a competitive sport in the National Collegiate Athletic Association.

Democrats have called on Republican Ohio Gov. Mike DeWine to veto permitless concealed carrying of handguns, but supporters of the legislation that’s now on the governor’s desk called it a historic Second Amendment victory.

DeWine is reviewing the bill, his spokesman said.

A bill to allow permitless concealed carry of handguns, Substitute Senate Bill 215 and also known as “constitutional carry,” passed the General Assembly on March 2 and has headed to DeWine to either sign or veto. It did not pass by a veto-proof majority.

Today, the Washington state Legislature passed Attorney General Request legislation sponsored by Sen. Marko Liias, D-Lynnwood, banning the sale of high-capacity magazines in Washington. The bill passed the Legislature after a historic 55-42 vote in the House of Representatives. It heads to the governor’s desk to be signed into law.

Senate Bill 5078 prohibits the sale, attempted sale, manufacture and distribution of high-capacity magazines. Like Maryland, it does not prohibit the possession of high-capacity magazines, instead focusing prospectively on the supply side.

“Stand your ground” laws, which allow individuals to use deadly force in public as a first resort rather than a last, came into vogue in the United States in the early 2000s and, according to a new study, are linked to a rise in gun homicides. Florida was a pioneer, enacting in 2005 a measure that essentially eliminated a citizen’s duty to retreat before using deadly force if they “reasonably believe” their lives are threatened. Stand-your-ground was a factor in George Zimmerman’s acquittal in the 2012 fatal shooting of unarmed teenager Trayvon Martin.

He said he is also a strong proponent of the Second Amendment.

“We’ve got one of my opponents down and testifying for registration and gun control — I have problems with that,” Merithew said. “I don’t think that is a pro-Second Amendment person, and I don’t think that’s conservative values, and I want to give the conservatives in Douglas County an opportunity to make a choice. ... I’ve always looked at a law-abiding citizen with a firearm as a force multiplier for the police department.”

The world’s in a mess, but I’m going to opine this week on something close to home. Feb. 22, members of the Free State Citizens Action Union and I went before the Jones County Board of Supervisors.

We presented a proposal to have our county join with 27 other Mississippi counties in declaring our community a “Second Amendment Sanctuary.” Two years ago, one man approached the board with a similar proposal and was rebuffed. This time, seven other citizens joined me in the Board’s small chamber at our county courthouse. I believe we’re the “tip of the iceberg,” at least if the sentiments I hear on this issue, from people anywhere I go, are any indicator.

Nine months and 25 days after being charged with aggravated assault, 21-year-old Sioux Falls man Jon Carlos Rivera is a free man.

Rivera’s charges, later upgraded to attempted murder, stemmed from a May 6, 2021 incident in which shots were fired in the area of E. 8th St. and Cleveland Avenue.

KELOLAND News spoke to Rivera and his attorney, Rick Ramstad on Friday to find out more about the incident, and the case that followed, which on Monday resulted in a not-guilty verdict by a Minnehaha County jury.

Russia’s invasion of Ukraine dominated the news cycle over the last two weeks while also generating some head-spinning responses from traditionally staunch gun control advocates. Just perusing the latest headlines, political speeches, and the avalanche of responses to both can leave you reeling.

On the one hand, there’s been near-wild applause from Democrats and Republicans alike for Ukraine’s resistance to the invasion, which included such actions as creating that nation’s equivalent of the Second Amendment. The move legally affirms the rights of Ukrainians to not only use firearms in defense of the nation but their right to own and carry guns for their own self-defense.

Gun Owners of America (GOA) filed a petition for Writ of Certiorari in the United States Supreme Court challenging the Bureau of Alcohol, Tobacco and Firearms’ (ATF) 2008 reclassification of bump stocks as “machineguns.”

GOA has been in litigation with ATF since the day the ban was published and was able to win a victory in the U.S. Court of Appeals for the Sixth Circuit, which was later overturned when the 16 judges on that circuit split evenly between GOA’s position and ATF’s position.

A Utah man successfully urged legislators to pass a law in 2021 that would allow people who claim self-defense to have a chance to get their charges dismissed without going to trial.

Friday, more than a year after his public testimony in support of HB227, the new law worked in Jon Michael Clara’s favor.

A judge dismissed Clara’s 2019 felony weapons case, despite the court’s position that a jury should decide whether Clara was justified when he opened fire on another driver, endangering others nearby after a bizarre crash.

“I believe my hands are tied and I have no choice, given the statute, but to dismiss the case,” said Third District Judge Todd Shaughnessy.

North country gun owners could start paying a few more bucks for a bullet. Lawmakers and gun experts say a new bill in the state Senate is a direct attack on the Second Amendment.

Ammunition is one of the more popular products sold at Armageddon Arsenal Supply in the town of LeRay.

“We probably sell more ammunition than firearms because people already have firearms, and need more ammunition,” said Joe Johnson, manager, Armageddon Arsenal Supply.

Those in the firearms industry have a different perspective.

"Gov. (Ned) Lamont’s proposal to create and fund an office adjacent to his own is an attempt to legitimatize and use the power of government and taxpayer dollars to fund efforts that would deny law-abiding citizens their Second Amendment rights," Mark Oliva, public affairs director at the National Shooting Sports Foundation, told The Center Square.

Oliva said the move was “government largesse” he feels “only serves the purpose of politically driven radical gun control agendas.” He said the move would “include the banning of entire classes of firearms from those who obey the law.”

Pro-gun legislation that would allow citizens to legally carry concealed guns in public without firearm training or a license is advancing in several states, as law enforcement officials and advocacy groups nationwide continue to raise the alarm about the policy's safety risks.

The controversial "constitutional carry," or permitless carry, legislation has gained momentum during this year's legislative sessions in at least seven states, including Georgia, Wisconsin, Alabama, South Carolina, Indiana, Ohio and Nebraska.

Indiana Gov. Eric Holcomb has yet to say whether he’ll follow his state police superintendent’s advice to oppose a push by Republican legislators to repeal the state requirement for a permit to carry a handgun in public.

Holcomb did, however, say that he fully supports Superintendent Doug Carter, even after Carter sharply criticized GOP lawmakers during a state Senate hearing last week on the proposal, telling senators that if lawmakers “support this bill, you will not be supporting us.”

Holcomb told reporters Thursday that “I stand behind Superintendent Carter 110%.”

An Arizona ammunitions company this week announced that it will send one million bullets to Ukraine following calls from Ukranian President Volodymyr Zelensky for more ammunition.

The company, AMMO, Inc., said that it will send the bullets without requesting payment in return, according to a local Fox News station.

"First of all, I believe in the Second Amendment. I also believe in freedom and democracy," AMMO, Inc.'s CEO, Fred Wagenhals, told Fox 10 Phoenix.

Friday's shooting in Olathe, Kansas, was the 12th shooting on a K-12 campus in 2022, according to CNN.

After Friday's school shooting in Kansas, activists and lawmakers discussed how to prevent gun violence in schools before it happens.

Moms Demand Action is a nonpartisan activist group that formed after the shooting at Sandy Hook Elementary. Volunteer Catey Terry said the group talks to lawmakers in Jefferson City about bills that could help prevent gun violence. Missouri and Kansas are both permitless carry states, but Moms Demand Action would like to see more regulations and licensing required to own a firearm.

"It's a fact that background checks save lives," Terry said

Seven out of 10 Pennsylvania voters oppose eliminating the state licensing requirement to carry a concealed weapon, according to the latest Franklin & Marshall College poll.

Among them are 65-year-old Lawrence County resident Coleen Myers who doesn’t like that anyone can carry a concealed weapon, and 36-year-old Joseph McCall of Philadelphia who sees it as a safety check.

In late January, days before President Biden reiterated a vow to halt the sale of parts used to make deadly “ghost guns,” the federal official responsible for enacting that policy delivered a far more reassuring message to the gun industry.

The official, Marvin G. Richardson, the acting director of the Bureau of Alcohol, Tobacco, Firearms and Explosives, told a gathering of weapons manufacturers that the rule banning online sales of untraceable components for homemade weapons — expected to have already been in place — would not be completed until June. It was his first announcement on the timeline.

Republicans in both chambers of the Ohio General Assembly passed legislation Wednesday removing permitting, training, and background check requirements to carry a concealed weapon.

Senate Bill 215 now goes to GOP Gov. Mike DeWine, who can sign it into law or veto the legislation.

It passed 57-35 in the House on Wednesday, mostly along party lines. The Senate passed it in a party line vote hours later.

If signed into law, all Ohioans 21 and older would be allowed to carry a concealed weapon, so long as they’re legally allowed to possess it in the first place.
