MI: Michigan House tries again to legalize stun gun use

The Michigan House has voted a second time to legalize the possession and use of stun guns for people over the age of 18.

Lawmakers approved the bill 78-32 Wednesday. The legislation moves for possible approval to the Senate, where it stalled out in 2020.

The legislation, also passed by lawmakers last January, would lift part of the state's ban on the use of portable electric devices designed to incapacitate, injure or kill.

Current law allows some people, including law enforcement and those with concealed pistol licenses, to use a Taser, the brand name for a device that shoots two prongs up to 15 feet to disrupt the signal between the brain and muscle to incapacitate a person temporarily.

When Springfield Armory introduced its Hellcat in early fall of 2019, it was relatively late in entering the sub-compact, double-stack game favored for concealed carry and self-defense. The company’s competitors had a huge head start, and its models had been selling well for years. Springfield pressed on with the new gun design despite the seemingly insurmountable challenge, and somehow kept the project a corporate secret for the nearly two years it took to develop.

Rachel Malone, Texas Director of Gun Owners of America, responded to License to Carry (LTC) instructors who are opposing efforts to restore the right of self-defense in Texas, stating:

“Earlier today, a small contingent of License to Carry instructors sided with Bloomberg-funded organizations and opposed pending legislation to restore Texans’ right to carry a handgun without having to obtain a permit. We find it unconscionable that anyone in the firearms community would betray our liberties based on an obvious financial interest.

The room filled with applause Tuesday after the Buffalo County Board of Commissioners voted 6-0 to approve a resolution supporting gun rights and the Second Amendment.

“It’s important that the county board pass the resolution,” said Stacy Brown of Gibbon, a gun owner, military veteran and one of the 20 or so Second Amendment backers attending the Board of Commissioners meeting.

The bill also prohibits law enforcement from enforcing any federal laws, court rulings, or orders that would qualify as infringements under the bill. If they do, they “shall be liable to the injured party in an action at law.”

It would prohibit a defense known as “qualified immunity,” which state employees claim as a defense for carrying out their official job duties.

Tomorrow, the House Judiciary Committee is scheduled to consider self-defense expansion legislation, Senate Bill 573. Please contact committee members and ask them to SUPPORT SB 573.

Senate Bill 573 clarifies existing law to prevent cities and municipalities from being able to create gun free zones in locations where they shouldn’t be allowed to. This legislation removes infringements placed on enhanced carry permit holders by deleting a loophole in State Law that technically allows cities to do so. However, this was not the intent of the law. SB 573 would fix that and expand the rights of permit holders to carry in these areas.

Ohio common law had been that self-defense was available only if the defendant had a bona fide belief that she was in imminent danger of death or great bodily harm, and that her only means of escape was the use of force.

After spending eight years in the military, Leroy Learn Jr. decided to come back to Erie and open Learn Defense Industries in North East. He saw the lack of education when it came to gun handling, and the basics of learning how to use a firearm. With his experience in the military he knew how quick a situation can become dangerous. Learn is a certified instructor by the NRA Simulations and Taser. He teaches classes on self defense, and basic pistol training. Learn says the in the last year he's seen more people buy guns and are looking for ways to properly handle a firearm.

There is little evidence that weapon type, caliber, or capacity has any relation to the number of casualties in a spree killing. The spree shooter will always have the best advantages: planning and surprise. Typically, they deliberately select locations where firearms are unlikely to be present. Without resistance they can maneuver aggressively and without fear of reprisal.

The most significant factor in reducing fatalities in these sprees is how quickly an armed defender intervenes. These discoveries have prompted doctrinal changes in police departments. Official police procedure now is to engage the shooter immediately, with or without backup.

Last week, Joe Biden announced six incremental executive orders to advance the Left’s constant pursuit of deconstructing and repealing the Second Amendment.

Ironically, he rolled out the latest round of leftist gun control measures just ahead of our Patriots’ Day commemoration of the battle of Lexington and Concord — a case study of consequences when tyrannical governments attempt to disarm the people. More elected officials are speaking up against gun restrictions, including those in two Region 8 Counties.

Members of the Jackson County Quorum Court and the Cleburne County Sheriff are taking measures to show their commitment to the Second Amendment.

“We are wanting our voice to be heard that we support the Second Amendment as it was written and as it has been interpreted up until this point,” Jackson County Justice of Peace Kenny Falwell said.

The Jackson County Quorum Court passed a resolution Monday.

Regarding mental health, even though numerous Republicans in the North Dakota Legislature supported a Red Flag law in the previous legislative session, opposition was too steep. There's one reason people oppose mental health assessments for gun ownership. It's because they instinctively know they're too damn crazy to pass.

I took hunter safety courses as a kid and a concealed weapons course as an adult. The biggest takeaway was that it made me think long and hard about when I might use a gun in self-defense. I stand willing to take a psychological profile and accept limited magazine capacity.

The Virginia Senate rejected the governor’s amendments to a bill that restricts the gun rights of anyone convicted for assault and battery of a family member.

Under House Bill 1992, introduced by Del. Kathleen Murphy, D-Fairfax, anyone convicted of assault and battery of a family or household member would be prohibited from owning, purchasing or transporting firearms for a period of three years.

Governor Ralph Northam proposed increasing the probation period from three years to five years. The governor also wanted to expand the bill to include individuals who were living together or who had cohabitated within 12 months.

Both the House and the Senate have now completed their major public hearings on gun legislation. It is customary for the committee to “hold the bills for further study,” a procedural move which keeps them very much alive and active. As the end of session approaches, this legislation could be resurrected with little to no advance warning. Therefore, it is imperative that gun owners remain engaged.

One technique that has long been taught, and has indeed been used successfully in the real world, is the simple side-step to get “off the x.” As it is taught, while drawing your gun, you will take one step to the side, come to a stationary position, and fire. This movement is generally unexpected for the criminal actor, and the need to visually track you buys you a moment to produce your counter-attack. I am generally not a proponent of this particular technique as I prefer an approach of constant movement while counter-attacking, but the side-step has been done with success in the real world. I would argue that it certainly beats staying stationary while drawing your weapon, and it is an easy technique to learn.

An Ohio law that took effect Monday allows the state's residents to carry concealed knives, as well as purchase and possess brass knuckles and other specified weapons.

The measure changes the Ohio law that prohibits concealed carry of a “deadly weapon” to no longer includes knives, razors or other similar cutting instruments.

Ohioans can now also legally purchase and own certain weapons, including brass knuckles, cestuses, billy clubs, blackjacks, sandbags, switchblade knives, springblade knives and gravity knives, according to the Ohio Capital Journal.

The state Senate voted almost unanimously in 2019 in favor of the law, with one Democrat opposing.

With the spring turkey hunting season opening in Illinois this week, Peoria-area sportsmen and women have taken to the area’s fields and forests.

And it's a busy time for stores in the area that sell hunting supplies. Merle Keefer, owner of Pekin Bass and Bow, estimated that he has sold about 200 turkey permits this year.

“It’s been a pretty typical year,” he added.

The 27 words found in the U.S. Constitution Second Amendment are the difference in keeping families and homes safe, the Platte County Board of Supervisors said.

The Board made its affirmation of the Second Amendment clear during Tuesday’s meeting. The supervisors unanimously approved a resolution that declares their support for the right to bear arms, making Platte County a sanctuary county.

Today, Governor Pete Ricketts announced that he had signed a proclamation designating Nebraska as a “Second Amendment Sanctuary State.” The proclamation is symbolic, and reaffirms Nebraska’s support for the right to bear arms.

“The White House and U.S. Congress have announced their intention to pursue measures that would infringe on the right to keep and bear arms,” says Governor Ricketts’ proclamation. “Nebraska will stand up against federal overreach and attempts to regulate gun ownership and use in the Good Life.”

U.S. Senator Bob Menendez (D-N.J.) and Congressman Ted Deutch (D-Fla.-22) today reintroduced the Keep Americans Safe Act, renewing a concerted effort to ban the importation, sale, manufacturing, transfer, or possession of gun magazines that hold more than ten rounds of ammunition. These high-capacity magazines are designed for shooting and killing en masse and have been the accessory of choice in some of the bloodiest mass shootings in America.
