No one in the Middle East has yet "claimed responsibility" for the massacres of last Tuesday. So perhaps it would help if someone in the United States did. The obvious candidate is the Federal Aviation Administration (FAA.Gov), which is guilty on two counts:

1. It failed to prevent last week's hijackings.

2. The many elaborate "security" measures contributed directly to the transformation of a small contained horror into a mass catastrophe.

Defense Secretary Donald H. Rumsfeld, alluding to the planning in both countries, said the United States is preparing "a very broadly based campaign to go after the terrorist problem where it exists."

And in an indication of the breadth of military action being contemplated by the administration in response to the Sept. 11 terrorist attacks in New York and Washington, Rumsfeld told reporters that the U.S. military would "use the full spectrum of our capabilities."

Senator Robert Byrd said during closed-door debates last week he argued that Congress and President George Bush always must keep the Constitution in mind as they fashion a response.

"The Constitution is our basic roadmap," said Byrd, who also carried a copy in his jacket pocket. "It always has been. It always will be."

The two firefighters, one an engine driver and the other a firefighter, showed up for work Saturday morning, saw the flag on the truck and refused to ride, telling crew members that the flag represented oppression, said Miami-Dade Fire-Rescue spokesman Lt. Louie Fernandez.

The crew chief then ordered the flag's removal so that the seven-member unit could answer 911 calls, Fernandez said.
