A Philadelphia City Councilman has proposed a ban on so-called ghost guns that are self-assembled and thus have no serial number. It was among a flurry of bills introduced at last week's session. Thursday was the deadline to introduce bills and still have them pass by the time council takes its summer break. Members introduced bike lanes, zoning changes and amendments to how the city assesses hospitals, among other measures.
